Cannabis and Hemp in the Midwest

Colorado has had access to medical marijuana since 2008 and recreational cannabis since 2012. The sales for Colorado cannabis have increased every year, with medical and recreational cresting a cool $6 million since 2014. With hemp just rolling into the state, adding whole new element to the consumer industry, bigger things are yet to come. While just a thousand miles away, consumers in the Midwest struggle with safe and legal access; the region slowly continues to make some needed headway in the cannabis and hemp industries.

Michigan & Wisconsin

Michigan, seemingly the most progressive of the Midwest states, legalized recreational cannabis at the end of 2018; it’s neighboring state of Wisconsin has yet to even put medical marijuana legislation on the books. Significant public support has been shown for legalizing marijuana medically and recreationally; the state is failing to take adequate action. Wisconsin CBD is only approved because of some unenforced standards from a state memo in combination with the state’s hemp pilot program. While Hemp & CBD products are easily accessible in both states, Wisconsin’s newest Governor, has added Marijuana Reform to his budget plan. The budget has yet to be approved though.

Illinois & Minnesota

Just south of Wisconsin, Illinois has been developing its medical cannabis program since 2013. Unfortunately, their list of debilitating conditions still leaves out suffers of chronic pain and PTSD. Although they accept signed petitions annually to add a new qualifying conditions to the list, no new conditions have been added since 2016. Perhaps there is a correlation to this and the 300 plus hemp applications that poured in just days after approval.

Simultaneously Minnesota’s senate just recently rejected a proposal that would have legalized weed in the state. The latest poll showed over 80% of Minnesotans supported the bill that would have allowed them access to legal pot. Minnesotans do have access to legal hemp cbd products under the states hemp pilot program that has been administered by the Department of Agriculture since 2016 .

Ohio & Indiana

Ohio just began sales under its regulated medical marijuana program in January of 2019 and hope to have enough licensed and operational facilities open for business to provide a full supply of products by the end of the year. The state has yet to approve a hemp program of its own, but a recent bill did pass the senate unanimously.

Indiana also scraped a bill early 2019 that would have legalized recreational cannabis and without even a medical marijuana program, this state is as legally dry as Wisconsin. However, Indiana has some of the most draconian marijuana penalties in the country. Possession of even a single joint is punishable by up to a year of incarceration and a fine of up to $5,000. At least in 2018 they did pass legislation that allowed access to CBD oil for epileptics only. Indiana’s hemp research program is just getting approval. Patients have no legal access at this time.

Overall

While progress is slow going in the Midwest region, it is progress nonetheless. These states are missing out on the high sales dollars that legal states have seen roll in and frustrating residents. The Cannabis and Hemp industry isn’t slowing down, regardless of legislation. The tapered legalization will allow these industries to grow for decades to come before a national plateau is in sight.
